Compelling Small Business to Convert Casuals to Full-Time Role Needs Proper Scrutiny: CCIQ

The Fair Work recommendation of allowing casual workers to request to be converted into full-time positions in certain industries needs clarification as a whole of economy application will create an unnecessary level of uncertainty that small business, in particular, can ill afford.

The Chamber of Commerce and Industry Queensland (CCIQ) urges the Federal Government to consult more widely on a bill which, when implemented, will have adverse effects on employment outcomes for small businesses around the country.

CCIQ Head of Industry, Dan Petrie said the proposed bill is one which reduces flexibility for small to medium enterprises by coercing many businesses in industries which are seasonal to fix their marginal costs and to take on additional payroll obligations that may be surplus to the business’s needs.

“Unlike corporations, employees working in small enterprises have immediate access to the owners and managers.

“This bill seems to be completely unnecessary, as employees already have an unfettered prerogative to request changes to their working arrangements directly with their managers at any time.

“The federal government’s decision to introduce such a bill with little consultation with industry and key stakeholders is one we firmly oppose.

“Australia’s economy is far more sophisticated and competitive than the one which many of us grew up with.

“People are exercising greater choice about how they work and, likewise, businesses need flexibility in arranging resources and labour for their respective organisations,” Mr Petrie said.
